Jaan täysin apulaispormestari Anna-Kaisa Heinämäen ja monien opettajien huolen nuorten asemasta ammatillisen koulutuksen säästöjen keskellä. Huolestuttavaa oli Opetushallituksen ammatillisen koulutuksen johtajan Anni Miettisen vastaus Aamulehdessä (26.2.): ”Opiskelija saa kyllä hänen tarvitsemansa tuen ammatillisessa koulutuksessa.” Se, että tuki toteutuu OPH:n papereissa ei valitettavasti auta yhtään sitä suurta nuorten joukkoa, joka jää vaille riittävää lähiopetusta ja työpaikalla oppimista.
Negatiivinen keskeytys tarkoittaa, että opiskelija jää työttömäksi ilman jatkosuunnitelmaa tai hänen opintojensa keskeyttämisen jälkeisestä toiminnastaan ei ole tietoa. Näitä opinnot keskeyttäneitä nuoria on yksin Tampereella vuosittain n. 500. Lisäksi on paljon nuoria, joita työpaikat eivät voi vailinnaisten perustaitojensa vuoksi ottaa työpaikalle oppimaan.
Jo aiempien säästöjen seurauksena opiskelijoiden lähiopetustunteja on leikattu niin paljon, että perusosaaminen on merkittävästi heikentynyt. Säännöllisen opiskelun puute ja ”tyhjät itseopiskelupäivät” lukujärjestyksessä ovat entisestään vaikeuttaneet koulutukseen kiinnittymistä. Tuoreesta Amisbarometri-tutkimuksesta ilmeni, että ammattikoululaiset kaipaavatkin oman alan lähiopetusta aiempaa enemmän.
Uudistuksen yhteydessä rahoitusta leikattiin 190 miljoonaa lisää. Se, että aidosti pystyttäisiin merkittävästi vähemmällä rahalla tarjoamaan opiskelijoille yksilöllisempää ja kunkin tarpeen mukaista osaamista on kaunis ajatus, mutta kaukana todellisuudesta. Tämän koulutuksen järjestäjät, opettajat ja opiskelijat näkevät, semminkin kun Heinämäen viittaamat miljoonasäästöt Tredussakin kohdentuvat suurelta osin henkilöstöön.
Anni Miettinen nostaa esiin jokaiselle opiskelijalle laadittavan henkilökohtaisen osaamisen kehittämissuunnitelman (HOKS). Jokaisella opiskelijalla on erilainen osaamistausta ja siksi opiskelijan opinnoista syntyy aina yksilöllinen suunnitelma. Siinä opiskelijan osaaminen, tutkinnon perusteet ja työpaikan työtehtävät on sovitettu yhteen. Opiskelijakohtaisesti huomioidaan aiemmin hankittu sekä vielä tarvittava osaaminen, miten osaaminen hankitaan, näytöt, tarvittava ohjaus ja tuki. HOKS:in laadintaan on kuitenkin perustutkinnon opettajalle ja opinto-ohjaajalle molemmille laskettu lisätyötä vain n. 3,5 työtunnin verran. Tuo aika ei yksinkertaisesti käytännössä riitä turvaamaan opiskelijan laadukasta opintopolkua. HenkilökohtaistamismenettelyiStä johtuva kustannuslisäys perustutkintoon on n. 10,7 miljoonaa. Tätä lisäkustannusta ei ole reformin toimeenpanoon osoitettu, koska perusrahoitusta ei korotettu. Toimeenpanon 15 miljoonan hankerahaa vuosille 2018-19 pitäisikin nyt voida suunnata myös HOKS-laadintaan.
Heinämäki on oikeassa, että uudistuksen tavoitteet ovat hyviä ja se on vietävä maaliin. Aivan keskeistä on kuitenkin käydä keskustelua ammattikoulun arjen, ei paperilla hyvältä näyttävien suunnitelmien, pohjalta. Koulutukselle on taattava riittävä rahoitus, jotta hyviin tavoitteisiin on aidosti mahdollista päästä. Pitämällä kaikki nuoret mukana luomme inhimillistä hyvää, vähennämme syrjäytymistä sekä työttömyyttä ja lopulta myös säästämme yhteiskunnan rahoja.
