Sosiaali- ja terveyspalveluiden siirtyessä tulevalla valtuustokaudella kunnilta maakunnille, tulee sivistyspalveluista suurin osa kuntien tehtäviä. Kaupunginvaltuustoon tarvitaan siis koulutuksen asiantuntijoita. Lasten ja nuorten opetuksessa voidaan tehdä sitä ennaltaehkäisevää työtä, joka jää kunnille sote-uudistuksen jälkeen.
Tamperelaislapsi käy neljättä luokkaa. Hän saa valtakunnallisen minimimäärän opetusta. Vähempää ei saa lain mukaan antaa. Oppilaan serkku asuu eri kunnassa ja saa peruskoulun aikana yhden lukukauden enemmän opetusta. Tamperelaislapsen opetusryhmä on taas kasvanut ja pulpetit tuskin mahtuvat luokkatilaan. Hänen neljällä luokkatoverillaan on tehostetun tuen päätös, mutta erityisopettajan resurssia ei riitä kaikille. Opiskellaan uuden, yksilöllistä oppimista korostavan, opetussuunnitelman mukaan. Opettajan aika menee kuitenkin suurimmalta osin erityistä tukea vaativien oppilaiden kanssa. Suuren enemmistön yksilölliseen huomioimiseen ei riitä aikaa. Motivaatio laskee ja oppimistulokset heikkenevät. Ei ole sattumaa, että pääkaupunkiseutu olisi ilman muuta Suomea maailman ykkönen PISA- tuloksissa. Tampere valitettavasti kuuluu Suomen huonoimpaan PISA-alueeseen.
Voimme päättää kuntavaaleissa myös toisin: Varhaiskasvatuksen, perusopetuksen, lukion ja ammatillisen 2. asteen koulutuksen resursseista päätetään kunnanvaltuustoissa. Päätöksillä on iso vaikutus tamperelaisten lasten sekä nuorten tulevaisuuteen. Ainoa keino varmistua riittävästä opetuksen laadusta on pienentää ryhmäkokoja.
Taloustilanteemme on tiukka, mutta koulutukseen ja kasvatukseen satsaaminen on sijoitus tulevaisuuteen. Talousnobelisti James Heckmanin mukaan varhaiskasvatukseen sijoitettu euro tuottaa rahat 7-kertaisesti takaisin yhteiskunnalle. Ongelmien ennaltaehkäisy ja varhainen puuttuminen on pitkässä juoksussa rahaa säästävä ratkaisu, inhimillisistä puolista puhumattakaan.
